When you run your National Search (US Criminal Rapid Search), this is accessing a database, which is how you are able to get your results instantly. This means the database relies on records being reported into the database from courts and state agencies. Records can be reported at any given time, and there may be a change or update in the case at a later time that doesn't then get reported into the database.
If you find a record out of a specific location, and you then run a Manual County or Manual State Criminal search in that same location and it comes back clear, you may be curious as to why this happens.
This occurs when the Manual Search does not find any convictions. Your Manual searches are in real time - so if someone had a case dropped/dismissed/expunged/sealed/etc., it will not be found by the Manual search, because it is accessing only current case information. When this happens, you may assume the original record found ended up as a non-conviction, which is why it was not reported on the Manual County/State search results.
